I'm pretty new to driving but have started to figure out the best brings to to for my money. I started out taking every ride but soon noticed was getting slot of bad fares and ending up far away spending to much on gas. I started only taking surge rides and I'm making more and working less but now I'm getting the emails saying I'm not taking enough of my rides. I used to get kicked out after 4 declines for 4 minutes now I get an email saying I'm flagged and will get kicked off for 4 minutes after only 2 declines which I'm ok with I'm just not willing to drive to a standard fair sometimes 17-20 minutes away and it be a $3 fair. I don't think as being an independent contractor they should be able to dictate who I decide to drive

You're not alone. Uber is using that "acceptance rate quota" to bully drivers into taking trips are 15minutes or more away. That shouldn't be. I would email them and explain your situation. But just to give you a heads up, it might require sending many emails to them. Also try to be as specific as possible so you don't get those "canned responses">

I would suggest if you get a ping that far away, contact/text the rider and let them know you're very far away, and give them the option to cancel, this way it won't hurt you're acceptance rate.
